What is infill development and what does it look like? Infill development is the process of building upon vacant or under-utilized parcels within existing urban areas that are already largely developed. Infill development will look different in every community. In a neighborhood such as the Journal Square area in Jersey City, many one- to three-family homes located within close proximity to public transportation have recently been redeveloped with mid-rise residential buildings, often with ground floor commercial.
